I was running ping test through cmd last night. I ran ping test with 1.1.1.1, google.com, 8.8.8.8, and 104.160.131.3 ( riot NA league of legends server).Only had packet loss with the League's Server IP. Next I tried it on another desktop (hooked with ethernet of course) same result only getting packet loss in league of legends.

I live in Washington State for now, using NA server and ping is around 60~65. But, in some other region, ping is near 20~30. How could it be possible? I purchased Express VPN to lower the ping, However, ping is slightly increased to 70~100. Why this is happening and I want to know how to lower this ping under 40 with any methods.
